Thin steel with no support. Just screws with 2 small screws over the vertical bars in the middle. As soon as you touch it, it shakes and rattles. The washers that came with it were too small and slipped through the factory holes in the bumper. Overall very bad design, manufacturer, technology. almost all. I found some scraps of grommets to keep the bottom tabs from dangling in the slots and made some 1/4" x 1/4" black plastic L-spacers for the sides. I put the gasket in place and attached the L shaped protrusions to the rear bumper with double sided tape. Now at least it doesn't flap around and looks cheap when driving. Shouldn't have returned it but will definitely be replacing it after a couple of big rocks damaged it. Not a complete rip off, but pretty close.
