Doesn't dim the lights well, no documentation for Raspberry Pi

I bought this to automate vivarium lighting. But no matter what settings I tried, the lighting flickers at any dimming level below 90%. This can be useful for pumps and motors, but doesn't work well with LED (dimmable) or incandescent bulbs. Raspberry Pi documentation available.
