Not plastic. Wheels are made of (rust free) aluminum. Dual break system that acts as both a parking break and slow down breaking. Slow down breaking for jogging, ,roller blading, and going down hill. Size: Medium up to 60 lbs tow capacity but please see that your can fit within the interior dimensions. 40lbs dog seem to be the max size to fit. Instructions appear to be missing. I love this stroller/trailer! I did a lot of research and read hundreds of reviews before making a purchase. I wanted a stroller/trailer that I could use for different sized dogs (and cats). The material quality is excellent! It only took 10 minutes to assemble! Price is value! The large wheels and swiveling front wheel make it easy for me to tackle our gravel roads and forest trails! I bought two other strollers before I found this one. The first had all the features but was too big. The second was Sepnine, which was the right size but didn't have the features I needed. We decided on this trailer/trolley because of the many positive reviews. You are all right. Sturdy, easy to push and pull, good construction, quality piece, folds up nicely, plenty of room for our two 7 lb puppies. After reading all the reviews I thought this would be the perfect stroller/trailer for my pup. However, I noticed the opposite after buying it. There were very few instructions. The hardest part was putting the frame back in place. This took up most of the time. Once we had it in place we were fine. This is one of the best products I have bought for one of my dogs in 40 years! Incredible quality, easy to use, my specialized bike rides like a dream. My Maltipu loves to ride it.
