This watercolor pencil set is phenomenal! This is high quality, especially at such a low price for such pens. They can be layered and when used with water they blend smoothly. You can use a little water to get the pencil lines, or you can use a lot of shading to give the impression that you only used watercolor. My experience with water based pens is limited. I haven't actually been into drawing that long so my experience with colored pencils is limited, but the Hero 72 colored pencils blend like a dream. I have no idea how the paint/pens are supposed to behave when water is added, but I actually tried. It seemed to me that it brightened my colors and smoothed them out.
