Power tool imbalance

My Harbor Freightbreaker came with two wheels which were only slightly out of balance but wore out very quickly. This wheel causes my coffee grinder to turn the clamp screws that hold it in place. I understand that most wheels need to be balanced, but the fact that this is so much worse than port shipping is saying something.

Doesn't fit Twice as hot

I ordered two for Twice as hot. Both were not round, causing my tool to "wander" around the workbench. Even if the tool were attached to a workbench, sharpening it wouldn't do much. I ended up putting the old wheels back in until I could get hold of some quality grinding wheels. I am a professional and will not order from Norton again. My time is worth more to me than the money I save. Maybe I can use a tool for axes etc on a stationary machine, but not scissors right?
