My pool pipe broke so we had to fix the leaking pipe. As "specified" the tape will stick to itself. Take the tape, stretch it over the leaking pipe. Pull tight to stretch to three times its length and wrap. Wrap it around the pipe and then back onto itself. It even works in running water. Excellent product as advertised. I use it to connect some baskets I made from several charcoal boxes to my bike.
