Needed a pannier for my recumbent to fit my wallet and keys. I wanted something fairly small, stylish but big enough to hold some essentials. To be clear - not waterproof, but waterproof. Waterproof means it can be submerged in water, which it isn't. A strong tide will absolutely break through the lightning.
