I can confirm what some other reviewers have said, this isn't all the hardware to install it. It took me a decent amount of work to install it on my Huffy bike. Here are the changes I had to make. The bracket on the crossbar had to be drilled in a larger hole as the normal screw didn't fit through. I ended up removing 2 of the 3 screws I had.
