Hose is ok but sticky, shorter than expected and not twisted

So this is a decent quality 3/8 black silicone vacuum hose. This part is fine. What is wrong is that I only received 10ft (based on the same part number on other websites I was expecting 20ft) and it came rolled up in a bag and not on a spool. I really don't know if I should rate the seller badly because of the unclear product description, treat the picture badly because it shows something different than what's in the box, or just give the product 3 stars and end it . . I'm not feeling very…
