This worked best for me in single board computers

I wrote a much more detailed answer but I can't seem to include links to things like their datasheets etc. I was able to use nodejs to interact with GPS, I can't talk to GSM capabilities (I haven't tried texting etc). I haven't really had a lot of problems with it but overall it works, I use it for GPS tracking and add it to the tool I have for road trips. This replaced the jerky setting where my Android phone sent the GPS to the server to get the job done.
