I had a P1457 Check Engine Light on my 01 Accord which fixed this valve. I narrowed the list down to this valve after turning the other valves on and off with the scanner. There's a Honda technical bulletin that also points to the bypass valve as the culprit if there's no audible click when you turn it on. Close the valve by hand and use the vacuum on the other port. If it doesn't hold, the valve body is leaking and needs to be replaced. Alternatively you can try pressurizing the valve and see if it is leaking.
