Looks like they were factory installed.
Palisade fenders are not usually very attractive because they are so small. This package worked well and I appreciate that it included zip ties. Attaching the rear flaps is quite difficult because there is little space between the flaps and the tires. I used a 1/4" ratchet and screwdriver to make it easier. They came out as expected.
