I used this to repair a torn handle on my green Phil & Teds sport graffiti stroller. There was still a lot of life in it, but the foam was in very bad shape. I left the original foam where it was and wrapped it with this. No it's not sticky but I tested it and it didn't move. Medium quality tape. Like a kind of closed foam, soft and almost slippery. I find the roll is a bit short and doesn't stretch very well. I ended up re-wrapping it after stretching the first one a bit. I noticed that it still has indentations from the cable housing, so it may not be the strongest tape over the long term.
