I don't even know if it's realistic to expect movement from rug on rug, but with this rug there is very little movement at all. Most importantly, there are absolutely no faults or waves to trip over and be dangerous. The rug it is on is in our carpeted bedroom next to our bed. This is a quality product. We didn't notice any strange smells. The product was packaged rolled and folded in half, but unrolled with no problems. The seller included instructions for use with the product. It has a rubberized, grippy material on one side and a soft wool material on the other. Instructions are to use handle side down on hard surfaces and wool side down on carpets. After a few months, the lack of adhesion between the mat and the mat above was just the first problem. Now they glide easily over the parquet floor. I bought this to hold four rugs in my house: one in the hall, one in the kitchen and two in the bathroom. The carpet in the hallway is large, round, approximately 4 feet in diameter, and rests on top of the carpet. The one in the kitchen is suitable for normal-sized carpets and tiles. And the last two are in the bathroom and are normal bedroom size rugs in front of the sinks, on the rug (yes I know, the bathroom rug).
