Doesn't heat up properly

I fitted this engine block heater and it's not heating up the block like it should, the engine start wait light is still on and from the factory it wouldn't matter if the weather was 15Β°

I ended up with a wire, not a block.

I used wire, no block heater. The heater didn't fit my truck (2005 Cummins 5.9) even though the specs say so. Luckily the truck had a factory heater block with no wires, so I wired it up.
